California is currently in the second phase of Gov. Gavin Newsom’s four-phase plan to gradually reopen the state amid the COVID-19 pandemic.
There is no official date for when the third and fourth phases will begin, but some counties are charting their own path to reopening independent of the state’s guidelines. As counties open up, we’ll be tracking their progress here.
Newsom’s roadmap for reopening
Phase 1

Newsom’s plan is based on metrics measuring the spread of the virus in each county. It leaves much open for interpretation, allowing counties to differ widely in how they implement it.
Most of California’s 58 counties have moved into Phase 2, including Los Angeles County. Some counties, particularly in the Bay Area, have taken a more cautious path, holding off on reopening at the same pace as the state. Three Northern California counties have challenged the state’s recommendations, moving at a faster pace to reopen. See what’s open, closed or restricted in your county.

Closures and guidelines across the state
County governments have adopted rules restricting a wide range of activities and businesses. The Times is tracking the status of these restrictions in several categories.

Essential retail
Essential retail establishments like grocery stores, pharmacies, banks and post offices have remained open in all counties, but many now require a face covering in order to enter.
Nonessential retail
Even though Phase 2 of the state’s plan to reopen says that counties can reopen some businesses for curbside pickup, many have opted to keep nonessential retail stores closed for the time being.
Restaurants and bars
Restaurants and bars are closed, except for takeout and delivery in nearly all counties. Modoc, Yuba and Sutter counties have reopened dine-in restaurants with restrictions for social distancing.
Parks
Under Newsom’s statewide order, state parks and campgrounds remain closed. In Phase 2, some counties are opening up trails and county parks. Many Bay Area counties have opted to keep parking lots closed and restrict motor access to keep crowds low.
Schools
Only Modoc County in Northern California has allowed schools to reopen, with social distance guidelines in place. The governor has proposed that schools could potentially reopen by July or August but has not set a date or metrics for determining if that’s possible.
Large gatherings
For most of the state, public gatherings like parties, funerals, weddings and concerts are prohibited. Members of the same household are allowed to congregate, but not with others. Only Modoc County has allowed large gatherings with social distancing.
